​The story is set centuries after a devastating global conflict known as the “Sixty Minute War.” Civilization has been radically reshaped, giving rise to “Municipal Darwinism,” where entire cities have been mobilized and mounted on giant tracks to become colossal “Traction Cities.” These moving behemoths hunt and devour smaller, slower towns for their resources in a brutal battle for survival.

​The heart of the story lies in London, the most formidable of the predator cities, led by the charismatic yet ruthless Thaddeus Valentine (Hugo Weaving). Tom Natsworthy (Robert Sheehan), a low-class apprentice historian from London, finds his life shattered when he inadvertently foils an assassination attempt on Valentine by the scarred fugitive, Hester Shaw (Hera Hilmar).

​After being thrown from the massive city, Tom and Hester are forced into an uneasy alliance on the desolate “Great Hunting Ground.” Feral and driven by revenge for her mother’s death, Hester eventually leads Tom to the Anti-Traction League, led by the dangerous outlaw Anna Fang (Jihae). Together, they uncover Valentine’s sinister plan to use a devastating weapon of the “Old-Tech” to destroy the stationary settlements of the East and consolidate London’s domination over the world.
